SECURITY COMPANY FORGED DOCUMENTS

Government’s tender board has averted what could have been an allegedly erroneous award of a new tender to a local company which stands to lose two tenders from parastatals as they were allegedly fraudulently obtained.

The company recently tendered for a government tender and submission of documents unearthed that it had been allegedly erroneously awarded tenders to provide its services to parastatals as it submitted an allegedly forged labour compliance certificate.

The company currently provides its services to a tertiary institution.

“Since it has been established that they have no authentic labour compliance certificate but a forged one, it is concluded that it did not qualify to provide its services to the entities,” said the commissioner of labour. 

Apart from facing criminal charges of forging the document and the signature of the commissioner of labour, the company stands to be accused of forging the government stamp which was appended on the forged document.

According to the Public Procurement Act, supplies of goods and services to public entities which may be government ministries and parastatals, should be done by companies that have adhered to labour laws and had fulfilled their obligations to pay taxes and social security contributions.

These also form part of the requirements needed for a company to be issued a labour compliance certificate which should be submitted by a company willing to provide goods and services to public entities.

According to the ministry of labour, the government tender board had received a proposal from the company seeking to provide government with its services.

“The tender board then submitted the counterfeit document to verify its authenticity to the ministry, only to find that the document was not recognised in the system as it was forged. Its identification number and date of issuance were found to have irregularities as they did not match.

 The document number belongs to another company and it was not issued at the date appearing on the bogus compliance certificate,” clarified the Commissioner of Labour, after satisfying himself of the document which was presented by the Sunday Observer for his perusal.

 The fake document registered as 151/18 the date of issuance is January 21, 2018, whereas the original document was issued on  February 13, 2018 and belongs to an earth moving specialists’ company.
