STRICTLY ESWATINI COMPANIES FOR NEW ROAD TENDERS

Improving Eswatini tarred road network continues unabated with a strict condition that only Eswatini companies should get the work, as promised by Prime Minister Ambrose Mandvulo Dlamini.

Government through the ministry of public works and transport in its bid to improve local and regional road network connectivity as a precursor to stimulating socioeconomic development in the country, has embarked on a project to upgrade seven kilometres (7km) of road from the current gravel surface to tar/bitumen surface from the Siphambanweni MR11/MR21 junction to the Nsalitje Border.

The ministry also announced that it has also sought only Eswatini companies registered with the Construction Industry Council (CIC) of Eswatini under Category C1 (civil works contractors) to tender for construction of Siphocosini- Sigangeni road, Siteki- Tikhuba road and maintenance of selected roads in the Lubombo region.

For purposes of the above tenders, a Swati company was defined as one, which was registered in the country and majority owned by Eswatini citizens.

In the tender document issued by Eswatini Public Procurement Regulatory Agency (ESPPRA), it was explained that the work included in the contracts would essentially consist of site establishment, accommodation of traffic, setting out of works, preparation of road bed and construction of subsequent pavement layers together with the installation of new drainage structures as per the engineer’s instructions.

Road signs, markings and road furniture will also form part of the expectations from the contractor.

It was stipulated that the construction period to complete the works would be eight months, which period includes all public holidays as gazetted.

The ministry of works said the accommodation of traffic would have a marked influence on the programme and the aspect of the work should be accommodated in the programme.

A construction programme in the form of a diagram will be submitted within seven days after being awarded the contract in order to indicate the sequence of the works.

“The ministry of public works and transport reserves the right at the time of contract award to increase or decrease, by up to 15 per cent, the quantity of services originally specified in the Schedule of Requirements without any change in unit price or other terms and conditions,” read the tender document in part.

Commercial sources, if required for this contract, will be identified by the contractor and tested during the construction period to the satisfaction of the Engineer.

Interested local companies who intend to tender for road maintenance and construction projects were notified that a performance security to the value of 10 per cent would be required.

It was explained that the performance security would be provided in the form stated in special conditions of the contract and should be valid for the period of the contract including any warranty obligations.

“Once delivery has been completed, the contractor may apply to have the performance security reduced to one per cent to cover the period of warranty obligations,” it was added.
